Federal Energy Policy and the Congress

Spring 2010
LAW 610
Credits: 1

Instructor: Howard Cummins

Mr. Cummins' professional experience includes eight years as the managing partner and then president of a D.C. law firm that specialized in administrative law, radiation health effects, and the rights of indigenous peoples; work as CEO and research director of RADLAW (Radiation Health Effects Public Interest Law Group) in Portland; service as Chief of Staff for Congressman Jim Weaver (4th District, OR); and teaching experience as a tenured professor of political science.

Mr. Cummins will provide a full description of the course soon. The idea of the course is to help students develop an understanding of the Congressional legislative process and the role played in that process by federal agencies. Students will think about the role played by legal practitioners in these processes and will learn about the resources, strategy and tactics available for influencing the passage and implementation of energy legislation. Students in the course will participate in a blog run by Science Progress.
